On The Issues

Ratcliffe-IssuesLimited Government
John is a limited government conservative with a proven record of balancing budgets and not raising taxes.  In Congress, he has been a leading voice for getting government out of the way, like introducing legislation with Ted Cruz to eliminate Elizabeth Warren’s CFPB.

Heritage Action ranks John the #1 most conservative representative from Texas.

Cut Spending and Balance the Budget
Reckless government spending endangers our country’s financial stability while threatening the prosperity of future generations. With record deficits during the Obama Administation and more than $20 trillion of national debt, too many politicians offer million dollar solutions to trillion dollar problems. In Congress, John has tackled our out-of-control spending head on by introducing a balanced budget amendment to the Constitution which would institute a ‘no balanced budget, no pay’ mechanism for members of Congress and the President.  It’s time to hold everyone’s feet to the fire.  He has also voted against a reckless budget deal which would have increased the debt ceiling.

Obamacare
From the second President Obama forced through a 2,300 page law that no one read, Obamacare has proved to be government at its worst – intrusive, expensive and ineffective. When first elected to Congress, one of the first votes John took was in favor of H.R. 596, to repeal Obamacare in it’s entirety.  He has also voted to dismantle some of the law’s most harmful provisions including the medical device tax, the individual and employer mandates, and the job-killing 30 hour work week definition levied by Obamacare.

Border Security and Immigration
As U.S. Attorney, John arrested over 300 illegal immigrants on a single day. As a former terrorism prosecutor, he knows the threats an unsecured border can bring to our national security. In Congress, John three times voted against funding President Obama’s illegal executive amnesty – standing firm for the Constitution and the rule of law.  He also introduced H.R. 1715, the Executive Amnesty Prevention Act, to stop President Obama from continually circumventing the law.

Second Amendment
The proud holder of a Texas Concealed Handgun License, John has spent much of his career defending the Constitution under the Second Amendment. In Congress, he has continued to fight for the right of individuals to bear arms.  John teamed up with other conservative members of Congress in a successful effort to stop the ATF ban on 5.56mm “Green Tip” ammunition.

Right to Life
John will always vote for the protection of unborn life and against taxpayer funding for abortion. National Right to Life has endorsed John saying, “This endorsement reflects your commitment to strengthening a culture of life throughout the nation and in the U.S. Congress.”  In Congress, John has voted in favor of the Pain Capable Unborn Child Protection Act, the No Taxpayer Funding for Abortion, and Abortion Insurance Full Disclosure Act.  In the wake of the horrific Planned Parenthood videos, John refused to support a stop-gap continuing resolution which would continue to fund this organization.

Energy Independence
It’s time for an all-of-the-above energy policy which embraces our domestic resources, peels back the overreach of the EPA and approves the Keystone XL pipeline.  One of the first votes John took in Congress was to approve the construction of the Keystone XL Pipeline which would create tens of thousands of American jobs and keep energy costs low for hard-working Americans.  He also voted in favor of the LNG Permitting Certainty and Transparency Act to reduce trade barriers to the export of our abundant natural gas reserves.

Taxes
As a small town mayor, John made a promise to never raise taxes. He kept that promise, refusing to raise taxes a single penny for eight straight years.  He firmly believes that at the federal level, our country has a spending problem, not a revenue problem. In Congress, he has voted for the Tax Cuts and Jobs Act, the biggest reform of our broken tax code since 1986.  John has also co-sponsored the Fair Tax Act of 2017 and voted to eliminate the Death Tax.

Job Creation
Free enterprise, not government intervention creates jobs. Texas has created more jobs since 2008 than every other state combined through a combination of low taxes, low regulation and a climate that rewards – not punishes – free enterprise.  In Congress, John has been busy pushing for pro-growth, job creating policies.  In addition to voting to repeal Obamacare, John personally introduced legislation to repeal the CFPB and to add much needed checks and balances into the regulatory rule making process (the Alert Act).

Military
As mayor, John created a “Hometown Heroes” recognition program to honor soldiers returning from active duty. In Congress, supporting our soldiers in the field and veterans at home has been one of his top priorities.  In addition to supporting the National Defense Authorization Act, John has fought hard to protect the Red River Army Depot.  He has introduced an amendment every year (which was passed) to the Military Construction and Veterans Appropriations Bill which would prohibit any funds from being used for additional rounds of BRAC.

Supporting Israel
Amidst the turmoil in the Middle East stands Israel – a true friend to America and our best ally the region. The nuclear deal President Obama and John Kerry negotiated with Iran highlights the erosion of our once unbreakable alliance with Israel.  This nuclear deal threatens the not just Israel, but the entire free world.  Iran is the world’s largest state sponsor of terror, and simply cannot be trusted.  In Congress, John formally voted against this deal.

John also successfully introduced and got legislation signed into law to strengthen cybersecurity collaboration between the United States and Israel.
